According to Astro Teller , who led the research laboratory Google X , such a move could be a right way out . Google has been testing with the internet spreading air balloon on June 15, 2013 in Christchurh region , New Zealand . The air balloons equipped with solar -powered electronic equipment and flown into the stratosphere at an altitude of 20 km or twice altitude flying aircraft , but they remain well below the orbital path of the satellite . From there , the balloons Google will connect the tower to the internet service provider ( ISP ) on the ground . The signal is passed to the other balloons together flying in the sky and is within reach . Well , the internet connection is then emitted by each balloon wirelessly to the earth's surface and can be captured by using a special receiver .
